The process whose specific outcome is the progression of a collecting duct in the mesonephros over time, from its formation to the mature structure. The collecting duct regulates water, electrolyte and acid-base balance. The collecting duct is the final common path through which urine flows before entering the ureter and then emptying into the bladder.
